Shloka 26

दुर्विनीतेषु लुब्धेषु का प्रीति: कौरवेषु न: । इति पौरा: सुदु:खार्ता: क्रोशन्ति सम पुन: पुन:,महाराज! उस समय नगरके लोग अत्यन्त दुःखसे आतुर हो बार-बार चिल्‍लाकर कह रहे थे कि “हाय! हाय! हमारे स्वामी पाण्डव चले जा रहे हैं। अहो! कौरवोंमें जो बड़े-बूढ़े लोग हैं, उनकी यह बालकोंकी-सी चेष्टा तो देखो। धिक्‍्कार है उनके इस बर्तावको! ये कौरव लोभवश महाराज पाण्डुके पुत्रोंको राज्यसे निकाल रहे हैं। इन पाण्डुपुत्रोंसे वियुक्त होकर हम सब लोग आज अनाथ हो गये। इन लोभी और उद्दण्ड कौरवोंके प्रति हमारा प्रेम कैसे हो सकता है?

durvinīteṣu lubdheṣu kā prītiḥ kauraveṣu naḥ | iti paurāḥ suduḥkhārtāḥ krośanti sama punaḥ punaḥ ||

毗度罗说道:“当俱卢族的考罗婆众人失于教戒、为贪欲所驱时,我们又怎能对他们生出爱敬之情?”于是城中百姓为深重悲痛所压,反复呼号哀哭。他们的哀叹谴责考罗婆长老举止如童稚,又痛斥因贪而将般度之子逐出国土;离开般度五子,众人自觉如同成了孤儿,并对治国之中背离正法(adharma)的行径生出强烈的道义愤怒。

Greed and lack of discipline in rulers destroy rightful affection and legitimacy. Vidura’s framing shows that moral character (vinaya) is foundational to political authority; when leaders act from lobha and adharma, even natural loyalty turns into public condemnation.

As the Pāṇḍavas are being driven out after the dice-game outcome, the city’s people cry out repeatedly in grief. They denounce the Kauravas—especially the elders’ complicity—as childish and shameful, and they lament becoming ‘orphaned’ without Pāṇḍu’s sons.
