A righteous ruler acts with discernment: he listens to authoritative counsel (Vyāsa) and then forms a deliberate resolve to secure resources for a dharmic purpose, showing that means (wealth) are to be pursued in service of duty, not personal indulgence.
After hearing Vyāsa’s instruction, Yudhiṣṭhira decides to depart to obtain wealth needed for the ongoing royal-sacrificial undertaking; the verse marks his resolve to set out (traditionally toward the Himalayas) to bring back the required riches.
