Tapovana-praveśaḥ — The King’s Entry into the Sacred Grove and Vision of the Āśrama
तथैव स समानीय गन्धर्वाप्सरसां गणान् | उवाच भगवान् सर्वानिदं वचनमर्थवत्,इसी प्रकार भगवान् ब्रह्माने सम्पूर्ण गन्धरवों और अप्सराओंको भी बुलाकर यह अर्थसाधक वचन कहा
tathaiva sa samānīya gandharvāpsarasāṁ gaṇān | uvāca bhagavān sarvān idaṁ vacanam arthavat ||
同样地,他又召集了乾闼婆与阿普萨罗的众群。于是世尊以切中要旨、意味深长之言,告诫众人。
वैशग्पायन उवाच
The verse highlights that divine speech is not mere narration but is 'arthavat'—aimed at a concrete purpose: guiding beings toward proper conduct and sustaining harmony in the cosmic and social order (dharma).
After previously gathering others, the divine figure (identified in the given context as Brahmā) also convenes the assembled Gandharvas and Apsarases and prepares to deliver an important, purposeful instruction to them.
