The verse highlights how decisive action—especially in morally charged situations—often begins with assent, assembly, and deliberate counsel. It underscores the ethical weight of collective agreements (samaya) formed through strategic intelligence (mantra-buddhi).
The narrator Sauti reports that the Kādraveyāḥ (serpents, sons of Kadru) respond “so be it,” gather together, and then establish an agreement/plan through skilled deliberation.
