The verse contrasts uncertain danger with certain danger: one should distinguish between risks that are merely possible (fire might reach due to shifting wind) and risks that are virtually guaranteed (death in the burrow from its inhabitants), and choose actions with clear-eyed prudence.
Vaiśampāyana reports a warning or counsel in which the speaker evaluates two threats—approaching fire and the peril of entering a burrow—arguing that while the fire’s course is uncertain due to wind, the burrow poses a definite mortal threat from the creatures living inside.
