Even when confronted with intense force (Agni’s blazing power), the response shown is regulation through balancing means (rain via clouds). The verse implicitly values restraint and restoration of equilibrium over unchecked escalation.
Indra—identified by the epithet 'Namuci’s slayer'—becomes angry at the blazing Agni and again releases abundant rain through great clouds, apparently to subdue or counteract Agni’s fiery intensity.
