Creation and Commissioning of Tilottamā
एवं विद्वन्नुपादत्स्व मन्त्रिणां साध्वसाधुताम् । दुष्टानां चैव बोद्धव्यमदुष्टानां च भाषितम्,राजन्! आप समझदार हैं, अतः इसी प्रकार विचार करके अपने मन्सत्रियोंकी साधुता और असाधुताको समझ लीजिये। किसने दूषित हृदयसे सलाह दी है और किसने दोषशून्य हृदयसे, इसे भी जान लेना चाहिये
evaṁ vidvann upādatsva mantriṇāṁ sādhv-asādhutām | duṣṭānāṁ caiva boddhavyam aduṣṭānāṁ ca bhāṣitam, rājan ||
大王既明辨通达,便当依此审察群臣之善与不善。你必须分清:哪一种劝言出自污浊之心,哪一种出自无瑕之心——使你的决断立于清正之谏,而非欺诈之辞。
कर्ण उवाच
A ruler must critically evaluate advisers: not merely the words, but the moral intention behind them—distinguishing corrupt counsel from blameless counsel before acting.
Karna addresses a king and urges him to assess his ministers’ advice, identifying which recommendations arise from wicked motives and which from pure intent, as a basis for sound governance.
