gandharva uvāca: yavīyān devalasya eṣa vane bhrātā tapasyati | dhaumya utkoçake tīrthe taṁ vṛṇudhvaṁ yadīcchatha ||
The verse highlights a dharmic principle: important communal acts should be guided by a qualified spiritual authority. A priest is recommended not by birth or power, but by tapas (discipline) and recognized standing, and the setting of a tīrtha underscores purity and legitimacy.
A Gandharva informs the listeners that the ascetic Dhaumya—identified as the younger brother of the sage Devala—is performing austerities at the Utkochaka pilgrimage spot in the forest, and suggests that they may appoint him as their purohita (family priest) if they choose.
