sattvena sarvabhūtānāṃ sthāpakaṃ parameśvaram sarvātmānaṃ mahātmānaṃ paramātmānamīśvaram
Suta Goswami (narrating to the sages at Naimisharanya)
It frames Linga worship as worship of Shiva as the sustaining ground of all beings—Pati who establishes the worlds and also dwells within every pashu (individual soul).
Shiva is presented as Parameshvara and Paramatman: transcendent as the Supreme Lord and immanent as Sarvatman, the indwelling Self who supports existence through His sattvic, illuminating power.
The implied practice is inner contemplation (dhyana) in Pashupata-oriented discipline: recognizing Shiva as the antaryamin (inner ruler) while performing Linga-puja with a purified sattvic mind.
