忆念至上目标,应舍弃对动与不动之分别的执著,并清明辨别:何者当舍、何者当取;何者可得、何者不可得;何者应行、何者不应行。

It frames Linga-worship as inner discipline: remembering Shiva as Pati (the Supreme Lord), the devotee practices discrimination—rejecting binding impulses and adopting purifying conduct—so external puja matures into liberating sadhana.
By urging renunciation of rigid worldly divisions (moving/unmoving), it points to Shiva-tattva as the transcendent ground beyond categories, while still guiding the pashu (soul) to act rightly until pasha (bondage) is dissolved.
Pashupata-oriented viveka and tyaga: constant remembrance (smarana) of the highest aim, ethical restraint (kṛtya/akṛtya), and selective acceptance/rejection of actions and desires as a yogic method supporting Shiva-upasana.
