It teaches that pilgrimage becomes spiritually fruitful when sacred bathing (snāna) is paired with reverent propitiation (tarpaṇa/saṃtarpana) of the deities, especially at places sanctified by the Saptarṣis.
Bhakti is expressed here as disciplined reverence—approaching holy sites with humility, performing purificatory bathing, and offering devotional satisfaction to the devatās rather than treating the tirtha merely as a location.
Ritual procedure (kalpa-oriented practice) is implied: performing snāna correctly and following it with tarpaṇa/offerings to devatās as part of orthodox tirtha-yātrā discipline.
