भीष्म उवाच राष्ट्रगुप्तिं च ते सम्यग्‌ राष्ट्रस्यैव तु संग्रहम्‌ । हन्त सर्व प्रवक्ष्यामि तत्त्वमेकमना: शृणु,भीष्मजीने कहा--राजन्‌! अब मैं बड़े हर्षके साथ तुम्हें राष्ट्रकी रक्षा तथा वृद्धिका सारा रहस्य बता रहा हूँ। तुम एकाग्रचित्त होकर सुनो

bhīṣma uvāca rāṣṭraguptiṃ ca te samyag rāṣṭrasyaiva tu saṅgraham | hanta sarvaṃ pravakṣyāmi tattvam ekamanāḥ śṛṇu ||

Bhīṣma đáp: “Tâu Đại vương, ta sẽ giảng cho ngài một cách đúng đắn về việc giữ gìn vương quốc, và cả sự củng cố, duy trì quốc gia cho hợp đạo. Nào—ta sẽ nói hết, nói điều cốt yếu. Hãy lắng nghe với tâm nhất niệm.”
