राजवृत्त-रक्षा-प्रणिधि-षाड्गुण्योपदेशः
Royal Conduct, Protection, Intelligence, and Policy Measures
यदा पश्यति चारेण सर्वभूतानि भूमिप: । क्षेमं च कृत्वा बत्रजति तदा भवति भास्कर:,जब राजा गुप्तचरोंद्वारा समस्त प्रजाओंकी देख-भाल करता है और उन सबकी रक्षा करता हुआ चलता है, तब वह सूर्यरूप होता है
yadā paśyati cāreṇa sarvabhūtāni bhūmipaḥ | kṣemaṃ ca kṛtvā vrajati tadā bhavati bhāskaraḥ ||
Vasumanā nói: Khi nhà vua, nhờ các mật thám, dõi xem muôn dân trong cõi mình và đi lại để bảo đảm an ninh, phúc lợi cho họ, thì vua như Mặt Trời—thấy khắp, nuôi dưỡng, che chở. Ý nghĩa đạo lý là: quyền lực vương đạo chỉ chính đáng khi gắn với sự cảnh giác chăm nom, bảo hộ, và bền bỉ nâng đỡ an lạc của công chúng.
