त्रिवर्गमूलनिश्चयः — Determining the Roots of Dharma, Artha, and Kāma

विभज्य दण्ड: कर्तव्यो धर्मेण न यदृच्छया । दुष्टानां निग्रहो दण्डो हिरण्यं बाह्मुत: क्रिया
vibhajya daṇḍaḥ kartavyo dharmeṇa na yadṛcchayā | duṣṭānāṃ nigraho daṇḍo hiraṇyaṃ bāhmuṭaḥ kriyā ||
Vasuharoma nói: “Hình phạt phải được định liệu sau khi cân nhắc và theo đúng Dharma, chứ không được áp đặt tùy tiện. Mục đích chân chính của daṇḍa là kiềm chế và trấn áp kẻ ác; không phải để làm đầy quốc khố bằng vàng. Việc thu tiền như một khoản phạt chỉ là phần bên ngoài, thứ yếu.”
