Adhyaya 22 — शिवानुग्रहः, ब्रह्मतपः, एकादशरुद्राः तथा प्राणतत्त्वम्
विभो रुद्र महामाय इच्छया वां कृतौ त्वया तयोस्तद्वचनं श्रुत्वा अभिनन्द्याभिमान्य च
vibho rudra mahāmāya icchayā vāṃ kṛtau tvayā tayostadvacanaṃ śrutvā abhinandyābhimānya ca
“Hỡi Đấng trùm khắp, Rudra, hỡi Đại Māyā! Chính theo ý muốn của Ngài mà Ngài đã tạo tác cả hai chúng con.” Nghe lời ấy, Ngài hoan hỷ tán thán và ban sự tôn kính cho họ.

It establishes Rudra (Pati) as the sovereign source whose icchā-śakti operates through Mahāmāyā; Linga worship is thus directed to the transcendent Lord who empowers creation yet remains beyond it.
Shiva is addressed as Vibhu (all-pervading) and Rudra, indicating supreme lordship; He initiates manifestation by will, while Māyā functions as His dependent power, not an independent absolute.
The verse implies the Pāśupata insight that liberation begins with recognizing Pati as the controller of Māyā (pāśa); in practice this supports mantra-japa and dhyāna on Shiva as the inner ruler beyond the guṇas.
