Tattva-vicāra
हस्तौ च निरभिद्येतां बलं ताभ्यां तत: स्वराट् । पादौ च निरभिद्येतां गतिस्ताभ्यां ततो हरि: ॥ ५८ ॥
hastau ca nirabhidyetāṁ balaṁ tābhyāṁ tataḥ svarāṭ pādau ca nirabhidyetāṁ gatis tābhyāṁ tato hariḥ
Kế đó, hai bàn tay của hình thể vũ trụ của Chúa hiển lộ; cùng với chúng là năng lực nắm giữ và buông bỏ, rồi Svārāṭ Indra xuất hiện. Tiếp theo, hai chân hiển lộ; cùng với chúng là tiến trình vận động, rồi Hari (Viṣṇu) xuất hiện.
The deity presiding over the hands is Indra, and the presiding deity of movement is the Supreme Personality of Godhead, Viṣṇu. Viṣṇu appeared on the appearance of the legs of the virāṭ-puruṣa.

In Bhagavatam 3.26.58, Lord Kapila explains that the hands manifest and with them strength for action, and the feet manifest and with them the capacity for movement—enabled by the Supreme Lord, Hari.
