Bài tụng ngắn thuộc phức hệ Vrātya này đặt quyền lãnh đạo mang tính thiêng làm trục, quanh đó dân chúng (viś) và các thiết chế trọng yếu của quốc gia tự nhiên quy tụ và vận hành hài hòa. Khi nêu đích danh Hội đồng (sabhā), Đại hội (samiti), quân đội (senā) và các dũng sĩ (śūrāḥ) như những kẻ đi theo, bài tụng nghi lễ hóa việc bảo đảm tính chính danh chính trị và sự thuận thuận của cộng đồng dân sự–quân sự cho người thụ hưởng.
