It teaches that even a simple, compassionate act—ensuring water is available for beings in harsh seasons—can yield merit comparable to costly Vedic rites, aligning outer charity with inner Shaiva dharma.
Water is central to Śiva-liṅga worship (abhiṣeka). The verse elevates the sanctity of water itself: preserving and offering it becomes a Saguna act of devotion that supports purity, compassion, and reverence for Shiva.
Keep clean water for offering and charity in winter; perform Śiva-abhiṣeka with remembrance of the Panchākṣarī (Om Namaḥ Śivāya) and share water as dāna to travelers, animals, or those in need.
