The verse stresses adhikāra (spiritual eligibility): Shaiva teachings are to be entrusted only to the Guru-devoted, शांत (self-controlled), and sincerely Yoga-oriented seeker, because transmission without discernment violates Shiva’s ordinance and harms both teacher and recipient.
In Saguna Shiva worship, guidance comes through proper initiation and disciplined practice under a Guru. This verse reinforces that Linga-upāsanā and Shaiva yoga are not merely information, but sacred sādhanā to be given only within Shiva’s prescribed boundaries.
It implies Guru-centered sādhanā: receiving mantra and Yoga instruction through authorized initiation, maintaining śānti (inner restraint), and practicing Shiva-oriented meditation (often centered on japa of the Panchākṣarī, “Om Namaḥ Śivāya”), rather than casual or unauthorized teaching.
