यतो वाचो निवर्त्तन्ते अप्राप्य मनसा सह । आनन्दं यस्य वे विद्वान्न बिभेति कुतश्च न
yato vāco nivarttante aprāpya manasā saha | ānandaṃ yasya ve vidvānna bibheti kutaśca na

Shiva Form: Dakṣiṇāmūrti
It points to Shiva as the transcendent Reality (Pati) beyond the reach of mind and speech; realizing Shiva as pure Bliss (Ānanda) makes the knower inwardly fearless, because bondage (pāśa) loses its power when the Self is grounded in Shiva.
While Shiva is ultimately beyond thought and language (nirguṇa), the Shiva Purana upholds Linga and saguna worship as compassionate supports for the mind—leading devotion and concentration toward the same ineffable Bliss indicated here.
A practical takeaway is to steady the mind in Shiva through japa of the Panchakshara (“Om Namaḥ Śivāya”) and silent contemplation (dhyāna) on Shiva as Ānanda; as the mind becomes absorbed, fear diminishes.
