suvāsasaḥ suveṣāś ca te ca sarve suśīlinaḥ | hitārthaṃ ca narendrasya jāgrato nayacakṣuṣā ||
They all were well-dressed in fine clothes. They possessed good character with an eye on justice and vigilant about the king's welfare.
Dharma in administration requires constant vigilance guided by naya (ethical policy), not mere appearance—outer order should reflect inner character and duty.
The description continues, portraying ministers whose refinement and discipline support stable kingship.
Alertness and principled judgment—seeing governance through the ‘eye’ of naya.
