Adhyāya 90 — Protection of Livelihoods, Brahmanical Subsistence Norms, and Royal Oversight (राष्ट्रवृत्ति-राष्ट्रगुप्ति-उपदेशः)
अतीतदिदतसे वृत्तं प्रशंसन्ति न वा पुनः । गुप्तैशज्ारैरनुमतै: पृथिवीमनुसारयेत्,कलतक मेरा जैसा बर्ताव रहा है, उसकी लोग प्रशंसा करते हैं या नहीं? इस बातका पता लगानेके लिये अपने विश्वासपात्र गुप्तचरोंको पृथ्वीपर सब ओर घुमाते रहना चाहिये
atītad idatase vṛttaṃ praśaṃsanti na vā punaḥ | guptaiś cārair anumataiḥ pṛthivīm anusārayet ||
آدمی کے گزشتہ طرزِ عمل کی لوگ تعریف کرتے ہیں یا نہیں—یہ بات معلوم کرنی چاہیے۔ اس لیے قابلِ اعتماد اور منظور شدہ خفیہ کارندوں کے ذریعے پوری سلطنت پر مسلسل نظر رکھنی چاہیے اور انہیں ہر سمت بھیج کر حقیقت معلوم کرنی چاہیے۔
