उदासीनारिमित्राणां सर्वमेव चिकीर्षितम् । पुरे जनपदे चैव ज्ञातव्यं चारचक्षुषधा,राजाको गुप्तचररूपी नेत्रोंके द्वारा देखकर सदा इस बातकी जानकारी रखनी चाहिये कि मेरे शत्रु, मित्र तथा तटस्थ व्यक्ति नगर और छोटे ग्रामोंमें कब क्या करना चाहते हैं?
udāsīnāri-mitrāṇāṁ sarvam eva cikīrṣitam | pure janapade caiva jñātavyaṁ cāracakṣuṣā ||
بادشاہ کو جاسوسوں کی آنکھوں کے ذریعے ہمیشہ یہ معلوم رکھنا چاہیے کہ غیر جانب دار، دشمن اور دوست—شہر اور دیہات میں—کب اور کیا کرنے کا ارادہ رکھتے ہیں۔
