राजधर्मस्य नवनीतम्—रक्षा, दण्ड, चार, उत्थान

Rājadharma’s ‘Essence’: Protection, Punishment, Intelligence, and Royal Diligence

सतां संग्रहणं शौर्य दाक्ष्यं सत्यं प्रजाहितम्‌ अनार्जवैराज॑विश्व शत्रुपक्षस्थ भेदनम्‌

satāṁ saṅgrahaṇaṁ śauryaṁ dākṣyaṁ satyaṁ prajāhitaṁ | anārjavair api viśvaśatru-pakṣastha-bhedanam, yudhiṣṭhira ||

بھیشم نے کہا—اے یُدھشٹھِر! مملکت کی نگہبانی ان ہی تدبیروں پر قائم ہے: نیک لوگوں کو جمع کرنا اور ان کی قدر افزائی، شجاعت، عملی مہارت، راست گفتاری، رعایا کی بھلائی کی مسلسل فکر؛ اور ضرورت پڑنے پر غیر سیدھی چالوں کو بھی اختیار کر کے دشمن کے لشکر میں تفرقہ ڈالنا۔ انہی ذرائع سے حکمران نظم کو قائم رکھتا، سلطنت کی حفاظت کرتا اور عام بھلائی کو استوار کرتا ہے۔
