Even Brahmā, the cosmic creator, acts within an original dharma (primordial moral-cosmic order) and directs worship toward Nārāyaṇa as the supreme Lord; thus dharma and devotion are presented as foundational to creation and right conduct.
Vaiśampāyana narrates that Brahmā, described as the one who brings forth the worlds, worshipped Hari-Nārāyaṇa, the Lord of the gods, by means of the primeval dharma—linking the act of world-creation with reverence for the supreme deity.
