Even actions performed by the powerful (including gods) have wide consequences; dharma requires awareness of how interventions in the natural and social order affect many beings, not merely the agent’s immediate aim.
Vāyu addresses a king and recounts that Indra (Maghavān), famed and worshipped, caused numerous aquatic creatures to be cast into certain rivers—an episode illustrating divine intervention in the world of living beings.
