व्याय उवाच
The verse highlights responsible leadership: when a directive aligned with welfare is received, the ruler (here Indra) must act decisively and mobilize capable agents to create stable institutions and shared prosperity (assembly-halls and residences).
After being addressed by Ājadhirasena, Indra personally commands the gods to construct, in great number, richly appointed and beautifully varied assembly-halls and principal dwellings—signaling organized preparation and the establishment of an auspicious, well-ordered setting.
