Anuśāsana-parva 17

जो भक्त हो, श्रद्धालु और आस्तिक हो, उसीको इसका उपदेश देना चाहिये। अश्रद्धालु, नास्तिक और अजितात्मा पुरुषको इसका उपदेश नहीं देना चाहिये ।।

yo bhakto bhavati śraddhāluś cāstikaś ca tasmai evāsya upadeśaḥ kartavyaḥ | aśraddadhānāya nāstikāya ajitātmanē ca puruṣāya nāsya upadeśaḥ kartavyaḥ || yaś cābhyasūyate devaṁ kāraṇātmānam īśvaram | sa kṛṣṇa narakaṁ yāti saha pūrvaiḥ sahātmajaiḥ ||

وایو نے کہا—یہ تعلیم اسی کو دی جائے جو بھکت ہو، صاحبِ ایمان ہو اور آستک ہو۔ بےایمان، ناستک اور بےقابو نفس والے کو یہ تعلیم نہ دی جائے۔ اور اے کرشن! جو جَگت کے سببِ اوّل، ایشور مہادیو پر عیب جوئی اور حسد کی نظر رکھتا ہے، وہ اپنے آباء و اجداد اور اپنی اولاد سمیت دوزخ میں گرتا ہے۔

Sacred instruction should be offered only to qualified recipients—devoted, faithful, and dharma-affirming people. Fault-finding envy toward the supreme divine cause (here identified with Mahādeva) is condemned as a grave offense with severe karmic consequences.

Vāyudeva addresses Kṛṣṇa, laying down a rule of eligibility for transmitting a religious teaching and warning against disparaging the Lord who is the causal ground of the universe, stating that such hostility leads to downfall affecting one’s lineage.
