Suta Goswami (narrating the Purāṇic teaching to the sages of Naimiṣāraṇya)
It establishes a regular discipline: monthly worship of Śiva according to śāstric procedure, with a focused Pūrṇimā-vrata as a potent observance for attaining one’s rightful aims through devotion and proper rite.
Śiva is indicated as the Deva worthy of yajña and bhakti—Pati who responds to disciplined devotion; by approaching Him through vidhi and vrata, the pashu (individual soul) moves from pasha-bound striving toward siddhi under His grace.
A monthly Śiva-yajana (Linga-pūjā in practice) performed yathāvidhi, and a Pūrṇimā-vrata—an observance combining restraint, worship, and intention-setting aimed at sarva-kāmārtha-siddhi.
