parasparāśritā hyete parasparamanuvratāḥ paraspareṇa vartante dhārayanti parasparam

It frames Linga worship as alignment with dharma: devotees sustain the world through mutual responsibility, while the Linga signifies Śiva (Pati) as the ultimate support behind all interdependence.
Śiva-tattva is implied as the unseen ground of support: while beings uphold each other at the worldly level, their capacity to sustain order ultimately depends on Pati, the transcendent-immanent Lord.
The takeaway is disciplined conduct (anuvrata) and relational dharma—key supports for Pāśupata-oriented sādhanā—where ethical restraint and service stabilize the pashu and loosen pasha.
