The verse emphasizes the sanctity of a dharmic occasion by showing that beings across the cosmic hierarchy—gods, sages, perfected beings, and nāgas—assemble as witnesses. Such gathering implies that acts performed there are to be aligned with dharma and reverence, under the moral gaze of the universe.
The speaker describes a scene where a great congregation has formed: Brahmā and other gods, sages devoted to austerity, and various celestial classes (Siddhas, Cāraṇas, Gandharvas, Kiṁnaras) along with mighty serpents. The description sets the stage for an event of exceptional religious and narrative importance.
