प्रागेव तु धनादानमनुभाष्य तत: पुन: । संनिपत्य स्वविषये भयं राष्ट्रे प्रदर्शयेत्
prāgeva tu dhanādānam anubhāṣya tataḥ punaḥ | sannipatya svaviṣaye bhayaṁ rāṣṭre pradarśayet ||
Sinabi ni Bhishma: Una, dapat ipaliwanag ng hari nang pauna ang pangangailangang mangalap ng yaman (sa pamamagitan ng ambag o buwis). Pagkaraan, bumalik siya at tipunin ang mga tao sa loob ng kanyang nasasakupan, at ipamalas nang malinaw ang panganib na nagbabantang dumating sa kaharian—upang ang pagsuporta at kahandaang-bayan ay magmula sa pag-unawa, hindi sa pamimilit.
