नगरे नगरे वा स्यादेक: सर्वार्थचिन्तक:

nagarae nagarae vā syād ekaḥ sarvārtha-cintakaḥ | athavā pratyeka-nagare ekam evaṃ-vidham adhikārī bhavet, yaḥ sarva-kāryāṇāṃ cintanaṃ nirīkṣaṇaṃ ca kuryāt | yathā kaścid bhayaṅkaraḥ graha ākāśe nakṣatrāṇām upari sthitaḥ paribhramati, tathā sa adhikārī uttama-sthāne pratiṣṭhitaḥ sarveṣāṃ sabhāsad-ādīnām antike paribhraman teṣāṃ kāryāṇāṃ parīkṣāṃ nirantaraṃ kuryāt ||

Wika ni Bhīṣma: “Sa bawat lungsod ay nararapat na may iisang tagapangasiwa na nag-iisip sa bawat bagay at nagbabantay sa lahat ng gawain. Nakatindig sa pinakamataas na puwesto, dapat siyang gumalaw sa gitna ng mga kasapi ng konseho at iba pang opisyal, walang humpay na sinusuri ang kanilang asal at ang pagtupad nila sa tungkulin—gaya ng isang nakapanghihilakbot na planeta na, nakalagay sa ibabaw ng mga konstelasyon, ay tumatahak sa kalangitan. Ang aral: ang kaayusang bayan ay nakasalalay sa mapagbantay at walang kinikilingang pangangasiwa, at sa tuluy-tuloy na pananagutan sa pamamahala.”

A king’s administration should include a single, capable overseer in each city who plans comprehensively and continuously inspects officials. Constant, impartial scrutiny prevents negligence and corruption and sustains dharma in public life.
