Mantri-Parīkṣā — Testing Ministers, Securing Counsel, and Ethical Criteria for Advisers (अध्याय ८४)

जिनके साथ कोई-न-कोई सम्बन्ध हो, जो अच्छे कुलमें उत्पन्न, विश्वासपात्र, स्वदेशीय, घूस न खानेवाले तथा व्यभिचार-दोषसे रहित हों, जिनकी सब प्रकारसे भलीभाँति परीक्षा ले ली गयी हो, जो उत्तम जातिवाले, वेदके मार्गपर चलनेवाले, कई पीढ़ियोंसे राजकीय सेवा करनेवाले तथा अहड़कारशून्य हों, ऐसे ही लोगोंको अपनी उन्नति चाहनेवाला ऐश्वर्यकामी पुरुष मन्त्री बनावे ।। येषां वैनयिकी बुद्धि: प्रकृतिश्नैव शो भना । तेजो धैर्य क्षमा शौचमनुराग: स्थितिर्धृति:

yeṣāṃ vainayikī buddhiḥ prakṛtiś caiva śobhanā | tejo dhairyaṃ kṣamā śaucaṃ anurāgaḥ sthitir dhṛtiḥ ||

Wika ni Bhishma: Ang haring naghahangad ng sariling pag-angat at ng katatagan ng paghahari ay dapat magtalaga bilang mga ministro lamang ng mga taong lubusang nasubok ang asal—may disiplin na paghatol at mabuting likas na pagkatao, may sigla, tapang, pagtitiis, kalinisan, tapat na pagkakaugnay, katatagan, at matibay na pasiya. Ang ganitong mga tagapayo, malaya sa kasakiman at dungis ng asal, nakaugat sa wastong tradisyon at may mahabang karanasan sa paglilingkod-bayan, ang nagiging saligang etikal ng pamamahala.
