Gaṇānāṃ Vṛttiḥ — On the Sustenance and Cohesion of Assemblies

Gaṇa-nīti

/ ऑपन-- माल बक। अति <-छऋज>आ सप्ताधिकशततमो< ध्याय: गणततन्त्र राज्यका वर्णन और उसकी नीति युधिछिर उवाच ब्राह्मणक्षत्रियविशां शूद्राणां च परंतप । धर्मवृत्तं च वित्तं च वृत््युपाया: फलानि च

yudhiṣṭhira uvāca | brāhmaṇa-kṣatriya-viśāṁ śūdrāṇāṁ ca parantapa | dharma-vṛttaṁ ca vittaṁ ca vṛtty-upāyāḥ phalāni ca ||

Wika ni Yudhiṣṭhira: “O Parantapa, naipaliwanag mo ang asal na nakaugat sa dharma ng mga brāhmaṇa, kṣatriya, vaiśya, at śūdra—kasama ang yaman, mga paraan ng ikabubuhay, at mga bungang nagmumula sa matuwid na pagsasagawa. At ayon sa kaugalian ng lupain at sa mga śāstra, maikli mong inilatag ang mga bagay na nararapat sa dharma: ang yaman at kabang-yaman ng mga hari at kung paano ito iniipon, ang pagdaig sa kaaway, ang mga katangian at wastong kilos ng mga ministro, ang pag-unlad ng bayan, ang paggamit ng anim na hakbang ng patakarang-estado (gaya ng pakikipag-alyansa at pakikipag-alitan), ang disiplina ng hukbo, ang pagkilala sa masasama, ang mga tanda ng mabubuti, at ang tamang pagtaya sa mga kapantay, mas mababa, o mas mataas—kasama ang tagubilin kung paano dapat mamuhay ang haring patuloy na umuunlad upang masiyahan ang gitnang hanay, at kung bakit dapat kupkupin ang mahihina at ipagkaloob sa kanila ang ikabubuhay.”
