A righteous undertaking begins with clear inner resolve (saṅkalpa) and proceeds under proper guidance. The king does not act merely from desire; he seeks the counsel of an authoritative teacher-priest (Bṛhaspati), aligning intention, speech, and ritual with dharma.
Marutta decides to perform a yajña. After forming this intention inwardly, he goes to Bṛhaspati and speaks to him—setting up the forthcoming dialogue about how the sacrifice should be conducted and who should officiate.
