एवमेतैर्गुणैर्युक्तो यो5नुरज्यति भूमिपम् । भर्तुरर्थेष्वप्रमत्तं नियुज्यादर्थकर्मणि,इसी प्रकार जिसमें वे सब गुण मौजूद हों, जो राजाको प्रसन्न भी रख सकता हो तथा स्वामीका कार्य सिद्ध करनेके लिये सतत सावधान रहता हो, उसको धनकी व्यवस्थाके कार्यमें लगावे

ฉะนั้น ผู้ประกอบด้วยคุณสมบัติเหล่านี้ ผู้สามารถทำให้พระราชาพอพระทัย และไม่ประมาทในการอำนวยประโยชน์ด้านทรัพย์แก่พระผู้เป็นนาย พึงแต่งตั้งให้รับผิดชอบกิจด้านอรรถะ (การเงินและพระคลัง)
