तद्राज्ये राज्यकामानां नान्यो धर्म: सनातन: । ऋते रक्षां तु विस्पष्टां रक्षा लोकस्य धारिणी
tad rājye rājyakāmānāṁ nānyo dharmaḥ sanātanaḥ | ṛte rakṣāṁ tu vispaṣṭāṁ rakṣā lokasya dhāriṇī ||
ภีษมะกล่าวว่า: สำหรับกษัตริย์ผู้ปรารถนาและทรงไว้ซึ่งราชอำนาจ ภายในแว่นแคว้นของตน ไม่มีธรรมอันเป็นนิรันดร์อื่นใด นอกจากการคุ้มครองปวงประชาให้ชัดเจนและได้ผล การคุ้มครองเท่านั้นที่ค้ำจุนโลก; เมื่อพิทักษ์ประชาชน กษัตริย์ย่อมธำรงระเบียบ ความยุติธรรม และความมั่นคงของสังคมไว้
