न विश्वसेच्च नृपतिर्न चात्यर्थ च विश्वसेत्‌ । षाड्गुण्यगुणदोषांश्न नित्यं बुद्धघावलोकयेत्‌

Transliteration

na viśvasec ca nṛpatir na cātyarthaṃ ca viśvaset | ṣāḍguṇya-guṇa-doṣāṃś ca nityaṃ buddhyāvalokayet ||

Translation

กษัตริย์ไม่พึงระแวงไปเสียทุกคน และไม่พึงไว้วางใจจนเกินประมาณ แม้ต่อผู้ที่ดูน่าเชื่อถือก็ไม่ควรเชื่อจนสุดโต่ง. พึงพิจารณาด้วยปัญญาอยู่เสมอถึงคุณและโทษแห่งมาตรการรัฐศาสตร์หกประการ คือ สันธิ (สันติ/ทำสัญญา), วิครหะ (ทำศึก), ยาน (ยกทัพ/ออกเดิน), อาสนะ (ตั้งมั่น/อยู่ประจำ), ทไวธีภาวะ (นโยบายสองหน้า), และ สมาศรัย (พึ่งพา/ขอที่พึ่งหรือพันธมิตร)
