Adhyāya 193: Adjudication of the Comparable Fruits of Japa and Yoga
bhavanti cātra ślokāḥ— abhayaṃ sarvabhūtebhyo dattvā yaś carate muniḥ | na tasya sarvabhūtebhyo bhayam utpadyate kvacit ||
Here, well-known verses are cited: the sage who moves through the world after granting fearlessness to all beings never, at any time, encounters fear from any being. The ethical point is that non-violence and the active assurance of safety create a reciprocal moral security: one who does not threaten life is not met with threat.
Granting fearlessness to all beings—i.e., living without causing harm and actively assuring safety—removes the causes of retaliation and hostility; therefore fear does not arise for such a person from any creature.
Bharadvaja introduces a commonly cited śloka to support his point: he appeals to traditional verse authority to state that the sage who practices universal non-threatening conduct becomes free from fear in relation to all beings.
