अवरोधान्‌ जुगुप्सेत का सपत्नधने दया । न त्वेवात्मा प्रदातव्य: शक्ये सति कथंचन,शत्रुका आक्रमण हो जानेपर राजाको सबसे पहले अपने अन्तःपुरकी रक्षाका प्रयत्न करना चाहिये। यदि वहाँ शत्रुका अधिकार हो जाय, तब उधरसे अपनी मोह-ममता हटा लेनी चाहिये; क्योंकि शत्रुके अधिकारमें गये हुए धन और परिवारपर दया दिखाना किस कामका? जहाँतक सम्भव हो, अपने-आपको किसी तरह भी शत्रुके हाथमें नहीं फँसने देना चाहिये

เมื่อศัตรูบุกมา กษัตริย์พึงพยายามปกป้องเขตฝ่ายใน (อันตะปุระ) ก่อนเป็นอันดับแรก; แต่หากถูกศัตรูยึดครองแล้ว ก็พึงตัดความยึดติดเสีย จะเมตตาต่อทรัพย์และผู้พึ่งพาที่ตกอยู่ในอำนาจคู่ปรปักษ์ไปเพื่อสิ่งใด? ตราบเท่าที่ยังทำได้ ไม่พึงยอมมอบตนให้ตกอยู่ในมือศัตรูไม่ว่าด้วยประการใด
