काल प्राप्तमुपादद्यान्नार्थ राजा प्रसूचयेत् । अहन्यहनि संदुह्मान्महीं गामिव बुद्धिमान्
kāla-prāptam upādad yān nārthaṁ rājā prasūcayet | ahany ahani saṁduhmān mahīṁ gām iva buddhimān ||
ภีษมะกล่าวว่า “พระราชาผู้มีปัญญาพึงเก็บราชส่วยเมื่อถึงกาลอันควรเท่านั้น และไม่พึงเปิดเผยกลวิธีแห่งการสั่งสมทรัพย์ของพระองค์ต่อผู้ใด วันแล้ววันเล่า พระองค์พึง ‘รีด’ แผ่นดินเอาทรัพยากรได้ก็แต่เมื่อทรงคุ้มครองและบำรุงรักษาเธอ ดุจคนรอบคอบรีดน้ำนมจากโคโดยคุ้มครองโคนั้น”
