Educational Q&A

The verse sets up an ethical frame: when faced with a significant matter, even the gods seek the appropriate authority (Varuṇa) and proceed through truthful narration and orderly counsel. It implies that dharma is clarified by precedent, accurate testimony, and respect for rightful adjudication.

Vaiśampāyana transitions into an ancient account from a previous cosmic age. He tells the king to listen carefully, then states that during the primordial Kṛta Yuga all the gods went to Varuṇa and began to speak—introducing the forthcoming dialogue.
