The verse emphasizes that dhārmic, disciplined people honor a higher moral sovereignty (prajeśvara/mahātmā), implying that true righteousness includes reverence for the principle that governs and maintains ethical order.
Nārada describes a vast multitude of righteous, high-minded beings who worship a great-souled ‘Lord of creatures,’ portraying the scale of devotion and the acknowledged authority of that exalted figure within the cosmic-moral hierarchy.
