सर्वलोकान्तरात्मा च सर्वगः सर्ववाद्यपि । सर्वत्र भगवान्‌ ज्ञेयो हृदिस्थ: सर्वदेहिनाम्‌,वे सम्पूर्ण जगतके अन्तरात्मा, सर्वव्यापी और सर्ववादी हैं, उन भगवान्‌ शिवको सर्वत्र और सम्पूर्ण देहधारियोंके हृदयमें विराजमान जानना चाहिये

sarvalokāntarātmā ca sarvagaḥ sarvavādy api | sarvatra bhagavān jñeyo hṛdisthaḥ sarvadehinām ||

วาสุเทวะกล่าวว่า “พระองค์เป็นอาตมันภายในแห่งสรรพโลก ทรงแผ่ซ่านไปทั่ว และทรงเป็นฐานรองรับแห่งถ้อยคำและลัทธิทั้งปวง พึงรู้จักพระศิวะผู้เป็นภควานนั้นในทุกแห่งหน—เพราะทรงสถิตอยู่ในดวงใจของสรรพสัตว์ผู้มีร่างกาย”
