न तु केवलदैवेन प्रजा भावेन रेमिरे । यद्‌ बभूव मनःकान्तं कर्मणा स चकार तत्‌,प्रजा केवल उनके पालनरूप राजोचित कर्मसे ही संतुष्ट नहीं थी, वह उनके प्रति श्रद्धा और भक्तिभाव रखनेके कारण भी सदा आनन्दित रहती थी। राजाके प्रति प्रजाकी भक्ति इसलिये थी कि प्रजाके मनको जो प्रिय लगता था, राजा युधिष्छिर उसीको क्रियाद्वारा पूर्ण करते थे

na tu kevaladaivena prajā bhāvena remire | yad babhūva manaḥkāntaṃ karmaṇā sa cakāra tat |

ประชาชนมิได้ชื่นบานเพียงเพราะโชคชะตาหรือวาสนา หากแต่ยินดีจากใจจริง สิ่งใดที่เป็นที่รักแก่ดวงใจของพวกเขา พระราชาก็ทรงทำให้สำเร็จด้วยพระราชกรณียกิจ ด้วยเหตุนี้ความพอใจของพวกเขาจึงมิใช่เพียงเพราะการคุ้มครองตามราชธรรม หากยังเกิดจากศรัทธาและความภักดีต่อพระองค์ด้วย
