Suta Goswami
It frames creation as arising from the Supreme Lord (Pati) who activates manifestation by uniting with the primordial waters—supporting the Shaiva view that the Linga signifies the transcendent source that empowers all worlds and beings.
Shiva-tattva is implied as the sovereign Self who remains the inner ruler yet initiates srishti by ‘yoking’ his power with the causal substrate (ambhas), showing Pati as independent while the manifested orders arise dependently.
No direct puja-vidhi is stated, but the verse supports Pashupata contemplation: meditate on Pati as the causal Lord who binds and releases the pashu through the pasha of manifestation, with the Linga as the symbol of that supreme agency.
