Adhyaya 85 — The Gods’ Hymn to the Goddess and the Emergence of Kaushiki; Shumbha Sends His Envoy
yā devī sarvabhūteṣu nītirūpeṇa saṃsthitā / namastasyai namastasyai namastasyai namo namaḥ

Nīti—principled guidance in personal and social life—is divine in origin; governance and self-governance alike should be aligned with sacred order rather than mere expediency.
A hymn emphasizing the ethical ground of dharma; not a pancalakṣaṇa narrative unit, but it supports the Purāṇic purpose of dharma-teaching.
Nīti can be read as the inner ‘discriminative ordering power’ that aligns thought, speech, and action; it is Devī as the intelligence that steers life toward harmony.
