Educational Q&A

The verse highlights the ethical tension in governance: a ruler may seek public welfare through effective means (upāya), yet the chosen means can be morally questionable. It invites reflection on whether ends (relief of the kingdom) justify manipulative methods, and how dharma should constrain political expediency.

King Lomapāda, after consulting capable ministers, summons courtesans skilled in persuasion and instructs them to bring the ascetic youth Ṛṣyaśṛṅga—son of a sage—to his kingdom by some stratagem, setting in motion the plan to draw the sheltered hermit into worldly contact.
