वायुदेव उवाच
This line is a colophon marking the close of a chapter within the Rājadharma instruction of the Śānti Parva. Its ethical frame is that the surrounding discourse belongs to guidance on kingship and governance (rājadharma), where right rule is treated as a pillar of social order after the devastation of war.
The verse is not part of the spoken dialogue (despite the speaker label); it functions as an editorial/recensional closing formula: it announces that the narration concerning Cārvāka and the granting of boons and related topics has concluded for the thirty-ninth chapter of the Śānti Parva’s Rājadharma section.
